• Requires the State Auditor to contract with an independent third party to conduct a longitudinal evaluation of the Fort Lyon supportive residential community program for homeless individuals, with preliminary findings due August 1, 2017 and final report due August 1, 2018.

• Study must analyze program costs (direct and indirect), funding sources, outcomes for participants, and compare costs and benefits with similar programs and non-participating populations.

• Creates the Fort Lyon Study Advisory Committee within the Department of Local Affairs, with at least three experts in homeless program evaluation appointed by the State Director of Housing to recommend evaluators and monitor progress.

• Appropriates $200,000 to the State Auditor's office for the 2016-17 fiscal year and $11,875 to the Department of Corrections for contract services, with unexpended funds rolling forward to 2017-18.

• Section repeals effective July 1, 2019, allowing the General Assembly to decide whether to repeal the program following review of the study findings.
