Imposes a monthly surcharge not to exceed 15 cents on each telephone access line provided by voice service providers to fund telecommunications relay services for people with disabilities.

Establishes a one-tenth of one percent surcharge on prepaid wireless telecommunications service transactions, collected by sellers and remitted to the Department of Revenue for deposit into the Colorado Telephone Users with Disabilities Fund.

Sellers of prepaid wireless service may deduct and retain 3.3 percent of collected prepaid wireless TRS charges effective September 1, 2016, and voice service providers may retain three-quarters of one percent of monthly surcharges collected.

Creates the Colorado Telephone Users with Disabilities Fund to receive all collected surcharge revenues, with annual appropriations to support telecommunications relay services, reading services for the blind, and programs for deaf and hard of hearing individuals.

Makes $172,778 appropriation to the Colorado Commission for the Deaf and Hard of Hearing for the 2016-17 fiscal year; effective date September 1, 2016 for surcharges, with Section 9 taking effect July 1, 2016.
