HB16-1415: Driver & Motor Vehicle Services Funding Summary

• Creates the Licensing Services Cash Fund to receive driver and vehicle service fees, excluding these revenues from the Highway Users Tax Fund starting in fiscal years 2016-17, 2017-18, and 2018-19.

• Increases driver's license fees in stages: $26 (July 2016), $27 (July 2017), and $28 (July 2018), with county clerk and recorder retention amounts varying by county population size and increasing over time.

• Increases various licensing fees including driving records ($9), certified driving records ($10), duplicate permits ($12), and license extensions ($6.50).

• Allows applicants who fail the driving test to retake it through a department-approved third-party vendor within 60 days and reopen their application if they pass.

• Appropriates $3.2 million from general funds and increases licensing services cash fund by $1.2 million for 2016-17 fiscal year, plus $2 million from the Highway Users Tax Fund for driver services personnel.
