• Transfers $199.2 million from the general fund to the highway users tax fund on June 30, 2016, and $49.8 million to the capital construction fund for infrastructure investment.

• Establishes recurring transfers for state fiscal years 2017-18 through 2019-20 from the general fund to highway users tax fund and capital construction fund.
