• Requires state board and local education providers to maintain public transparency through data inventories, vendor lists, and published privacy policies with specific timelines (by December 31, 2017, or July 1, 2018 for small rural districts).

• Prohibits school service contract providers from selling student data, using data for targeted advertising, or creating unauthorized student profiles; allows data use only for contracted educational purposes or with explicit parental consent.

• Mandates comprehensive information security programs, data destruction protocols, and breach notification requirements; requires department to establish compliance standards and local education providers to adopt student information privacy policies.

• Establishes parent rights to inspect/review student data, request corrections to inaccurate information, and file complaints through local education provider governing boards; effective August 10, 2016 (subject to referendum).
