Requires oil and gas operators to register with the Colorado Oil and Gas Conservation Commission and with any local governments (cities, towns, counties) that have registered to receive this information.

Local governments must register with the Commission and file a statement of intent to be covered by this section; they may later revoke their registration.

Operators register with local governments either through the local government's established registration process or by delivering current Commission registration and designation-of-agent forms.

Registered local governments may request operators to provide: a good-faith estimate of wells to be drilled in the next five years within their jurisdiction, a map showing existing well sites and related facilities, and sites identified for development on the operator's drilling schedule.

Well estimates must be based on reasonable business judgment and information known to the operator at the time; estimates are subject to change at the operator's discretion and apply to applications filed after the effective date.
