Defines "party communication activity" as communications by persons (other than political parties) that unambiguously refer to a political party or affiliated candidates, broadcasted or distributed within 30 days of a primary or 60 days before a general election, or communications expressly advocating for election or defeat of a political party.

Requires party communication activity controlled by or coordinated with a state political party to be reported by both the person undertaking the activity and the coordinating state political party in accordance with existing disclosure requirements.

Requires communications constituting party communication activity exceeding $1,000 in expenditure to include a disclaimer stating "paid for by" the full name of the person paying, and identifying a registered agent if the payer is not a natural person.

Amends disclosure requirements to treat party communication activity the same as standard electioneering communications, requiring reporting of expenditures of $1,000 or more per calendar year and identification of contributors over $250.

Appropriates $9,991 to the Department of State for the 2016-17 fiscal year for personal services related to information technology services needed to implement the act.
