Creates a new "wine-expanded permit" classification for hotels with valid hotel and restaurant licenses to sell sealed wine bottles for on- and off-premises consumption.

Limits wine sales to up to 6 bottles of 750-milliliter containers per transaction during hours established in section 12-47-901(5)(b).

Requires wine sales to be confined to a specifically designated area within the hotel's licensed premises.

Establishes an annual permit fee of $75 and requires identification verification (valid government-issued photo ID with date of birth) for purchasers, except those reasonably appearing to be over 35 years old.

Takes effect January 1, 2017, subject to voter approval if a referendum petition is filed within 90 days after legislative adjournment.
