Authorizes the executive director of the Department of Natural Resources to obligate and expend $3,000,000 from the species conservation trust fund in fiscal year 2016-17 for native species conservation programs.

Allocates funding across six conservation programs: Native terrestrial wildlife conservation ($778,135), Native aquatic wildlife conservation ($321,865), Native species management/monitoring/propagation ($700,000), Gunnison river basin selenium management ($250,000), Upper Colorado river recovery program ($550,000), and Grand Valley power plant repair and improvement ($400,000).

Requires the species conservation eligibility list to be approved by the general assembly through bill passage before funds can be obligated from the conservation trust fund.

Designates funding to conserve native species listed as threatened or endangered under state or federal law, candidate species, or species likely to become candidate species as determined by the U.S. Fish and Wildlife Service.
