Allows the lieutenant governor to serve concurrently as the State Chief Operating Officer without forfeiting the office of lieutenant governor.

Permits the lieutenant governor to accept or retain appointment as head of a principal department or as State Chief Operating Officer without legal conflict or incompatibility with duties of either position.

Authorizes combined salary compensation equal to the annual salary of the position held concurrently (principal department head or State Chief Operating Officer), rather than the base lieutenant governor salary of $68,500.

Sunsets the provision authorizing concurrent service as State Chief Operating Officer effective January 10, 2019.
