Allows public schools with 70-80% of students eligible for free or reduced-cost lunch to charge for breakfast starting in the 2016-17 school year, but only for students not eligible for free or reduced-cost lunch.

Schools that charge for breakfast must use methods that do not create a visible distinction between students paying for breakfast and students receiving it free.

Schools with 70% or more students eligible for free or reduced-cost lunch must continue offering free breakfast to all students through the 2015-16 school year.

Schools falling below the 70% threshold for two consecutive years may choose to continue participating in the program but are not required to do so.

Schools and charter schools not participating in the school lunch program are exempt from participation requirements.
