Reestablishes a private right of action that was repealed in 2013 for interference with lawful distribution of newspapers or theft of newspapers.

Allows newspaper publishers, advertisers who placed advertisements in the newspaper, and newspaper readers to sue persons who interfere with newspaper distribution.

Prevailing plaintiffs are entitled to recover actual damages and costs; prevailing publishers additionally receive a civil penalty of $10 per newspaper obtained in violation of the law.

Defines "newspaper" using the same definition as in section 18-9-314, C.R.S., which addresses interference with lawful newspaper distribution.

Effective July 1, 2016, applying only to causes of action arising on or after that date.
