Extends the Colorado Housing and Finance Authority's allocation period for low-income housing tax credits from a two-year period (January 1, 2015 – December 31, 2016) to a five-year period (January 1, 2015 – December 31, 2019)

Maintains the annual allocation cap of five million dollars for credits under subsection (1) and section 39-22-2105 combined during the extended five-year period

Exempts qualified developments located in counties designated as having been impacted by a natural disaster from the annual aggregate credit limits in both subsection (2)(d) and subsection (7)(a)

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety
