Decreases maximum length of regular sessions from 120 calendar days to 90 days in even-numbered years and 60 days in odd-numbered years.

Limits members to introducing maximum 2 bills per regular session, excluding appropriations bills and bills recommended by legislative committees; allows each house to establish exemption process.

Limits members to introducing maximum 2 resolutions per regular session (including joint and concurrent resolutions), excluding resolutions on adjournment or inter-chamber business; allows each house to establish exemption process.

Establishes biennial budget cycle beginning July 1, 2018, with general appropriation bills considered only in even-numbered year sessions; divides appropriation bills by committee expertise for review.

Submits constitutional amendment to Colorado voters on November 8, 2016 ballot for approval.
