Submits a constitutional amendment to Colorado voters at the November 8, 2016 election to redistribute state lottery net proceeds beginning with fiscal year 2017-18.

Decreases Conservation Trust Fund distribution from 40% to 30% of lottery net proceeds.

Decreases Great Outdoors Colorado Trust Fund distribution from 50% to 35% of lottery net proceeds (subject to annual cap).

Creates a new distribution of 25% of lottery net proceeds to the State Education Fund beginning in fiscal year 2017-18.

Requires amendment passage by majority vote of electors to become part of the Colorado Constitution.
