CO HCR1003

Submits to Colorado voters on November 8, 2016 a constitutional amendment to authorize nonprofit entities to conduct raffles at professional sporting events in venues with at least 5,000 seats.

Requires nonprofits to hold a valid state license, be continuously in existence for 3 years, devote all net proceeds to lawful purposes, and have a member or volunteer manage the raffle.

Prohibits raffles from using depictions of slot machines, poker, blackjack, craps, roulette, or any device that replicates limited gaming.

Requires raffle tickets to be sold only in person by authorized representatives to event attendees who receive tangible paper tickets, with purchasers limited to ages 18 and older.

Establishes that licenses expire annually on December 31 and provides that the amendment is self-executing but permits supplementary legislation not contrary to its terms.
