Replaces "Committee on Delayed Bills" (consisting of Speaker, majority leader, and minority leader) with a requirement for two-thirds approval of all members elected to each house for granting exceptions to introduction deadlines.

Modifies Joint Rule 23 to require two-thirds of elected members in each house to approve deadline extensions and resolution introductions during the last 30 legislative days, replacing the previous three-person committee structure.

Changes Joint Rule 24 to limit members to introducing five bills per regular session in their originating house and establishes separate limits for bills originating in the other house (five for House members, ten for Senate members), with two-thirds approval required to exceed limits.

Requires two-thirds member approval for delayed bill introductions during the final 20 legislative days of regular sessions, replacing the previous committee approval method.

Modifies Joint Rule 41 to require two-thirds member approval for Joint Select Committee members seeking authorization to introduce recommended legislation, following procedures in Joint Rules 23 and 24.
