Notes that nonattainment area emissions of volatile organic compounds from oil and natural gas decreased 45% between 2011 and 2016 while oil production increased 220%, and cites a five-year EPA study concluding hydraulic fracturing has not caused widespread impacts to drinking water.

States that Colorado has implemented 10 major rulemakings in the last five years to establish the country's toughest rules for oil and gas development, and that the STRONGER review process found Colorado's hydraulic fracturing program "well managed and professional."

Directs copies of the resolution to be sent to the Governor, U.S. Secretary of the Interior, Colorado Oil and Gas Association leadership, and Colorado's congressional delegation.
