Requires both the Senate and House of Representatives to follow standard Senate practices for gubernatorial appointments subject to confirmation, including committee referral

Mandates the House of Representatives act first on the Governor's appointment, with the Senate only proceeding to consider the nomination if the House confirms it

Requires confirmation by a majority vote of both houses under Colorado Constitution Section 13(2) of Article IV
