Amends Joint Rule 24A to establish new procedures for interim committee bill requests and approval processes to ensure timely preparation of fiscal notes.

Requires the Speaker of the House or President of the Senate to appoint interim committee chairs and vice-chairs by June 1, depending on which chamber originates the committee request.

Mandates that the Executive Committee specify in writing to each interim committee chair the deadline for a single bill approval meeting, the deadline for submitting drafting information (within three calendar days of approval), and the deadline for finalizing bill drafts.

Restricts bill requests to a single designated interim committee meeting and requires majority approval by legislative members only; bill requests deemed withdrawn if drafting information not submitted by deadline.

Prohibits modifications to finalized bill drafts except through amendments proposed at the final consideration meeting, and authorizes Legislative Council staff to share finalized drafts with state agencies for fiscal note preparation.
