Replaces the House Committee on Delayed Bills with a requirement that two-thirds of House members elected must approve requests to exceed bill introduction limitations or waive legislative deadlines.

Adds new Rule 6(c)(11) to establish procedures for handling requests for permission to exceed bill or resolution introduction limitations and to waive or extend legislative deadlines.

Limits debate on delayed bill requests to one speech per member (except the requestor) with a maximum of five minutes per speaker under new Rule 13(d)(2), compared to the standard two speeches and ten minutes.

Requires roll call votes on all requests for permission to exceed bill or resolution introduction limitations or to waive or extend legislative deadlines under new Rule 20(a)(5).

Updates Rules 25, 25B, 26, and 27A to replace references to "House Committee on Delayed Bills" with "two-thirds of the members elected to the House" in accordance with Joint Rule Nos. 23(b) and 24(b)(1)(A).
