Prime sponsors may designate joint prime sponsors in the House or Senate prior to bill introduction or immediately following second reading, but before third reading adoption in either chamber.

Both prime and joint prime sponsors are responsible for handling bills in the legislative process, and either may present the bill, request amendments, and receive official notices on behalf of the bill.

Prime sponsors may designate additional sponsors prior to bill introduction with approval from the House prime sponsor and the additional sponsor being added.

The Speaker may remove a House joint prime sponsor's name upon request for reasons other than resignation, serious illness, incapacity, or death, after consulting with any Senate prime sponsor.

The House prime sponsor may designate substitute Senate prime sponsors prior to third reading when Senate sponsors become unable to continue or when the Speaker removes them from the bill.
