Enacts Colorado Revised Statutes 2015 as the positive and statutory law of Colorado, incorporating all general and permanent laws originally enacted in Colorado Revised Statutes 1973 and subsequent enactments.

Includes all laws of general and permanent nature enacted during the first regular session of the Seventieth General Assembly and measures approved at the odd-numbered year statewide election on November 3, 2015.

Sets the effective date for Colorado Revised Statutes 2015 as the first weekday (excluding Saturday, Sunday, and legal holidays) following the enactment of this paragraph.

Declares the act necessary for immediate preservation of public peace, health, and safety under the safety clause provision.
