Senate Bill 16-006 Summary

• Adds Colorado Revised Statutes 10-22-112 to establish protocols for the Colorado Health Benefit Exchange regarding consumer enrollment assistance in health benefit plans.

• Requires the Exchange to inform consumers by November 1, 2016 that they may select coverage online, by telephone, on the internet, with assistance from a navigator, or with a qualified insurance broker.

• Distinguishes navigator and broker roles: navigators cannot offer individualized health plan advice, while qualified brokers may provide personalized advice based on consumer circumstances at no additional cost.

• Mandates the Exchange maintain web-based tools enabling insurance brokers to develop and maintain client relationships for consumers eligible to enroll in private health benefit plans when requested.

• Declares the act necessary for immediate preservation of public peace, health, and safety.
