Adds definition of "off-highway vehicle dealer" to include both powersports vehicle dealers and used powersports vehicle dealers as defined in section 12-6-502, C.R.S.

Allows off-highway vehicle dealers to purchase vehicles without a certificate of title if the vehicle has never been titled and was originally purchased in Colorado before July 1, 2014, or in a foreign jurisdiction that does not issue certificates of title to off-highway vehicles.

Requires sellers to sign an affidavit under penalty of perjury before finalizing a sale without a certificate of title, disclosing any liens, ownership status, length of ownership, and warning that falsification constitutes perjury.

Mandates law enforcement agencies check the Colorado Crime Information Center computer system when contacted by powersports dealers to identify stolen vehicles, recover them, and notify rightful owners.

Permits dealers to obtain titles by presenting the signed seller affidavit to the department; voids any sales or purchases made in violation of these requirements.
