Repeals statutory requirements that $15 million annually from motor vehicle-related fees under the "Funding Advancements for Surface Transportation and Economic Recovery Act of 2009" (FASTER) be dedicated to transit projects.

Eliminates the $10 million annual requirement for the Colorado Department of Transportation to spend on transit-related projects including bicycle lanes, pedestrian infrastructure, and multimodal transportation systems that enhance highway safety.

Eliminates the $5 million annual requirement to credit to the state transit and rail fund for grants to local governments for local transit projects.

Redirects all FASTER fee revenue to be used exclusively for road safety projects as defined in statute, effective August 10, 2016 (or November 2016 if subject to voter referendum approval).

Repeals Colorado Revised Statutes section 43-4-811 entirely, which established the transit and rail division funding mechanism and modified allocations among the state highway fund, counties, and municipalities.
