Allows persons at least 21 years old who legally possess a handgun under Colorado and federal law to carry a concealed handgun without a permit.

Person carrying without a permit has identical rights and limitations as a permit holder, including prohibition on carrying concealed handguns on public elementary, middle, junior high, or high school grounds.

Exemption applies to school, college, and university grounds for persons 21+ who legally possess a handgun, with same rights and limitations as permit holders.

Reduces appropriations to the Colorado Bureau of Investigation by $41,832 in personal services and 1.4 FTE, $93,020 in operating expenses, plus $31,163 and $593 from the instant criminal background check cash fund.

Takes effect upon passage and applies to offenses committed on or after enactment.
