Amends Colorado Revised Statutes 2-3-507 to authorize the staff director of the Office of Legislative Legal Services to sign payroll vouchers and other vouchers not exceeding $5,000.

Previously, only the committee chair or vice-chair could sign vouchers for office expenditures.

Staff director's authorized designee may also sign vouchers under $5,000 with prior written approval from the committee chair.

Establishes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
