Amends Colorado Revised Statutes 24-33.5-516 to remove reference to "costs" in the Division of Criminal Justice study of law enforcement activity related to marijuana implementation.

Requires the marijuana study to include data on marijuana-initiated law enforcement contacts broken down by judicial district and by race and ethnicity, to the extent available.

Adds requirement for the study to assess the feasibility of collecting marijuana-initiated contact data, including descriptions of local law enforcement efforts to establish consistent definitions and any proposals for a statewide reporting system.

Takes effect August 10, 2016, unless a referendum petition is filed, in which case it takes effect only if approved by voters at the November 2016 general election.
