• Office of Legislative Legal Services (OLLS) may transfer bill draft files to state archives, other department of personnel entities, or private entities for storage purposes while remaining the official custodian of those files.

• OLLS maintains statutory duty to keep, maintain, and protect confidentiality of legislative bill files, which are classified as work product under the Colorado Open Records Act.

• Committee on Legal Services may develop policies regarding files on bills prepared for members of the general assembly.

• OLLS retains right of reasonable access to all legislator bill files transferred to state archives and controls public access to those files as the official custodian.

• Deletes outdated language regarding governor's bill drafting services and governor bill file storage and maintenance requirements.
