Allows a manufacturer licensed under Colorado law to produce, manufacture, or rectify spirituous liquors to sell up to 9,000 liters per spirituous liquor product of its own manufacture per calendar year at wholesale to licensed retailers without obtaining a separate wholesaler's license.

Applies only to sales at wholesale to licensed retailers, not direct-to-consumer sales.

The 9,000-liter limit is calculated per individual spirituous liquor product, allowing manufacturers with multiple products to potentially self-distribute up to 9,000 liters of each product annually.

Amends Colorado Revised Statutes section 12-47-107 to add this self-distribution exemption notwithstanding other provisions of the liquor licensing article.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
