Creates a three-member Veterinary Pharmaceutical Advisory Committee appointed by the State Veterinarian, with membership including a large animal veterinarian, a pharmaceutical wholesaler or veterinarian, and an agriculture professional with no pharmacy/veterinary background.

Requires the Board to refer matters concerning veterinary pharmaceuticals to the Advisory Committee for recommendations, including disciplinary actions, license/registration applications, and rule promulgation, unless emergency action is needed.

Establishes lower fine amounts for veterinary drug distribution violations ($50-$500 per violation, maximum $5,000 aggregate) unless the Advisory Committee determines egregious violations occurred, in which case standard fines ($500-$5,000 per violation) apply.

Prohibits the Board from regulating disposable veterinary devices and allows exemption of other veterinary devices that are FDA-regulated or deemed unnecessary for regulation.

Repeals the Advisory Committee on September 1, 2026, with a required sunset review by the Department of Regulatory Agencies before that date; effective July 1, 2016.
