Authorizes Colorado counties, municipalities, and designated special districts to enter intergovernmental agreements with bordering states' local governments to provide emergency services, subject to Section 29-1-203 requirements.

Voids any agreement provisions that conflict with the Emergency Management Assistance Compact or its procedural plans and programs.

Grants out-of-state emergency personnel performing duties in Colorado the same liability immunity as Colorado personnel performing identical functions.

Grants Colorado emergency personnel performing duties in another state the same liability immunity they would receive in Colorado.

Defines "designated special district" as fire protection districts, fire protection authorities, ambulance districts, or health service districts.

Transfers liability for negligent or tortious acts of out-of-state firefighters performing under Section 29-1-206.5 agreements to the Colorado jurisdiction that is party to the agreement.

Takes effect August 10, 2016, unless subject to referendum petition, in which case it requires voter approval at the November 2016 general election.
