Prohibits employers from requiring employees to become or remain members of labor organizations or pay dues, fees, assessments, or equivalent payments to unions or third parties as a condition of employment.

Voids any written or oral agreements between employers and labor organizations that violate employee rights under the bill.

Requires labor organizations to refund membership dues on a pro rata basis within thirty days of member resignation and prohibits using employee dues for political contributions without express opt-in consent.

Establishes misdemeanor penalties of up to $1,000 in fines and ninety days imprisonment for violations, and authorizes civil suits for damages including reasonable attorney fees.

Applies to all employers in Colorado including private entities and public employers, with exceptions for federal employees, Railway Labor Act employers, and situations preempted by federal law.
