Enacts the "Revised Uniform Athlete Agents Act (2015)" to replace Colorado's previous uniform athlete agents law with updated provisions from the National Conference of Commissioners on Uniform State Laws

Requires athlete agents to register with the Secretary of State and establishes registration requirements including background checks, disclosure of prior conduct, and information about clients and business relationships

Mandates agency contracts be in writing and include specific disclosures such as compensation amounts, service descriptions, a 14-day cancellation right, and a warning that signing may result in loss of athletic eligibility

Requires athlete agents to notify athletic directors within 72 hours of signing an agency contract and establishes prohibited conduct including providing false information, giving items of value before contract signing, and recruiting unregistered agents

Establishes criminal penalties (Class 2 misdemeanor for first offense, Class 6 felony for subsequent offenses), civil remedies allowing educational institutions and student athletes to recover damages, and civil penalties up to $50,000 for violations
