Allows Colorado electors to opt out of automatically receiving mail ballots by completing an electronic form on the online voter registration system, with the option to apply to single elections or all elections.

Permits electors who opt out to resume automatic receipt of mail ballots through processes established by the Secretary of State.

Directs the Secretary of State to purchase at least one 24-hour secure drop box and one surveillance camera for each county in Colorado using federal Help America Vote Act grant funds.

Allows counties to request a written waiver to avoid receiving the drop boxes and surveillance cameras.

Appropriates $41,200 to the Department of State for the 2016-17 fiscal year to implement the act, effective August 10, 2016, unless subject to a referendum petition.
