Removes utility bills, bank statements, government checks, paychecks, Medicare/Medicaid cards, birth certificates, and naturalization documentation from acceptable voter identification forms under Colorado law.

Adds new acceptable forms of photo identification for voting: pilot's licenses, student ID cards from Colorado higher education institutions, veteran identification cards, and tribal government ID cards (all must show a photograph).

Excludes driver's licenses issued under Part 5 of Article 2 of Title 42 from valid voter identification.

Prohibits the Department of Revenue from charging fees to certain applicants for state-issued identification cards needed to vote under section 42-2-306(1)(a)(III.5), C.R.S.

Appropriates $28,355 to the Department of State elections division for the 2016-17 fiscal year for implementation costs; takes effect August 10, 2016, subject to referendum petition provisions.
