Senate Bill 16-094 Summary

• Amends Colorado Revised Statutes 25-1-511 to allow district public health agencies in districts with a combined population of 4,000 or fewer to select any county treasurer to serve as district treasurer, rather than requiring the treasurer from the most populous county.

• Permits county boards of commissioners in small districts (4,000 or fewer combined population) to apportion district public health agency costs among counties by unanimous consent, as an alternative to the standard population-based apportionment method.

• Maintains existing requirements for larger districts to apportion costs based on each county's proportion of the total district population, using the most recent federal census data.

• Takes effect August 10, 2016, or upon voter approval in November 2016 if a referendum petition is filed against the act.
