Requires bills affecting criminal sentencing that may increase or decrease imprisonment periods in state correctional facilities to include fiscal impact analysis covering capital construction costs, operating costs, and parole costs for the first five years following the bill's effective date.

Mandates the Division of Criminal Justice in the Department of Public Safety, in cooperation with the Department of Corrections, annually provide incarceration and parole length of stay estimates to the Legislative Council director.

Prohibits passage of bills resulting in net increases in imprisonment periods in state correctional facilities unless the bill includes sufficient appropriations from the general fund to cover all increased costs for the Department of Corrections in the first five fiscal years following the effective date.

Defines "state correctional facilities" to include any Department of Corrections facility, county or city/county prison facilities, and private corporation-operated facilities in Colorado or other states, but excludes local jails, multijurisdictional jails, and community corrections centers.

Takes effect August 10, 2016, unless a referendum petition is filed, in which case it requires voter approval at the November 2016 general election to take effect.
