SB16-105 Summary

• Eliminates the requirement that at least 50% of teacher and principal performance evaluations be determined by student academic growth, instead allowing academic growth to comprise no more than 20% of evaluations.

• Allows school districts and boards of cooperative services to exempt teachers and principals with existing effective or highly effective ratings from annual evaluation requirements for up to 3 years, during which they retain their most recent rating.

• Permits exempted teachers or principals to request new evaluations prior to the end of the exemption period, with the resulting rating becoming their new established rating.

• Requires school district licensed personnel performance evaluation councils to determine the specific percentage of student academic growth data (up to 20%) and assessment tools to be used in evaluations for their district.

• Applies the same changes to principal evaluations, allowing up to 20% of their evaluation to be based on academic growth of students in their school.
