Senate Bill 16-106 Summary

• Secretary of State must create and post a campaign finance training course on its website by December 1, 2016, containing content sufficient to satisfy administrative law judge training requirements.

• Administrative law judges must complete four credit hours of continuing legal education courses certified by the Colorado Supreme Court before hearing campaign finance complaints filed with the Office of Administrative Courts, effective January 1, 2017.

• The four credit hours of legal education must be substantially related to election or campaign finance law and must be obtained annually by judges who hear campaign finance complaints.

• Administrative law judges may satisfy training requirements by completing the campaign finance training course offered on the Secretary of State's website.

• Act takes effect August 10, 2016, unless a referendum petition is filed, in which case it becomes effective upon voter approval at the November 2016 general election.
