State patrol must present a plan to the capital development committee by July 1, 2016, showing progress on addressing its capital construction needs in Pueblo in coordination with the office of the state architect, office of state planning and budgeting, and department of transportation.

State patrol must present a program plan by November 1, 2017, identifying capital needs and projected costs for a state patrol facility in Pueblo.

Program plan must propose either construction of a new building or a cost-sharing arrangement with the department of transportation for relocation of the department's region two headquarters.

Current state patrol district two facility in Pueblo is leased from the department of transportation and housed in a building with documented fire and life safety concerns, ventilation issues, flood plain concerns, ADA deficiencies, and need for costly mechanical system repairs.

Department of transportation is planning to relocate its region two headquarters and sell the entire property, which also houses a communication tower that the state patrol relies on.
