CO SB121

Amends Colorado Revised Statutes 23-5-103 to allow higher education institutions designated as enterprises to pledge tuition revenues as security for money advancement contracts.

Increases the tuition revenue pledge limit from 10 percent to 100 percent for institutions whose advancement contracts are not subject to the higher education revenue bond intercept program in section 23-5-139.

Requires that institutions pledging 100 percent of tuition revenues must not currently be party to any existing money advancement contracts subject to the intercept program.

Mandates that any pledging of tuition revenues or imposition of facility construction fees include a process for student input consistent with the institution's student fee plan.

Declares the act necessary for the immediate preservation of public peace, health, and safety.
