State Auditor must conduct a risk-based performance audit of the Department of Transportation by June 30, 2018, with this requirement repealing effective July 1, 2018.

Department must close transportation projects and release budgeted money within one year of substantial completion, unless pending legal claims or unusual circumstances require additional time.

Department must report on its public website within 30 days of awarding competitively bid contracts on or after July 1, 2016, including the winning bidder identity, bid amount, and explanation if the awarded bid was not the lowest bid.

Department must report to the Transportation Commission by November 1 each year on percentages and amounts spent on private contractor payments versus total costs for projects completed by department employees.

Department must report annually to the Transportation Legislation Review Committee on all policy amendments to the Statewide Transportation Improvement Plan, including explanations for changes to project additions, deletions, or funding priorities.
