Prohibits the Department of Revenue from adding use tax reporting lines to individual income tax return forms after the 2015 tax year for any reason.

Bans the Department of Revenue from auditing any taxpayer for amounts reported on the use tax lines included in the 2015 individual income tax return form.

Appropriates $48,877 to the Department of Revenue for the 2016-17 fiscal year, including $47,677 for CITA annual maintenance and support and $1,200 for document management.

Appropriates $1,200 to the Department of Personnel for the 2016-17 fiscal year from reappropriated funds to provide document management services for the Department of Revenue.
