Clarifies the Parks and Wildlife Commission's authority to enter into agreements with private landowners for public hunting and fishing areas, with compensation amounts negotiated between the parties.

Establishes that the Commission shall NOT be liable for damages caused by the public except those specified in the agreement, and shall control public access to prevent undue damage and manage wildlife populations.

Specifies that nothing in Section 33-4-103 limits the Commission's authority to both enter into an agreement and include the issuance of a hunting license within that agreement.

Specifies that nothing in Section 33-3-103.5 limits the Commission's authority to negotiate a waiver of game damage eligibility in an agreement.

Takes effect at 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly (August 10, 2016, if adjournment sine die is on May 11, 2016), unless a referendum petition is filed within that period, in which case it must be approved by voters in November 2016.
