Colorado Commission on Affordable Health Care must develop a proposal within 60 days of enactment to enable a global payment system pilot program for hospital reimbursement using a total-cost-of-care model instead of fee-for-service for Medicare and privately insured patients.

Proposal must designate geographic areas focusing on the two nonmetropolitan statistical areas (East and West rating areas) and the Grand Junction metropolitan statistical area as established by the Colorado Division of Insurance for 2016.

Proposal must specify which hospitals will participate, describe the total-cost-of-care reimbursement model, identify the agency to operate the program with oversight provisions, and recommend which state department or agency should pursue the proposal with the federal government.

Commission must submit the completed proposal to the governor and specified legislative committees and present it at a joint legislative meeting during the 2016 legislative session.

Bill adds definitions for "Affordable Care Act," "Commission," and "Medicare" to Colorado statute.
