Creates the Colorado Suicide Prevention Plan within the Office of Suicide Prevention to reduce suicide rates through system-level implementation in criminal justice and health care systems, including mental and behavioral health services.

Directs the Suicide Prevention Commission, Office of Suicide Prevention, and Department of Health Care Policy and Financing to collaborate with health care systems, primary care providers, hospitals, and community organizations to develop training plans on identifying suicidal indicators, 72-hour mental health holds, HIPAA compliance, and patient privacy procedures.

Encourages community mental health centers, hospitals, emergency medical services, regional health systems, substance abuse treatment systems, criminal justice systems, and faith-based organizations to implement the Colorado Plan by July 1, 2019.

Designates men of working age, first responders, veterans, and active duty military as priority populations requiring special attention in suicide prevention services.

Authorizes the Department to accept gifts, grants, and donations for plan implementation, with funds credited to the Suicide Prevention Coordination Cash Fund for appropriation by the General Assembly.
