Establishes that Colorado residents have the right to hunt, fish, and harvest wildlife to preserve the state's hunting and fishing heritage.

Clarifies that the hunting right does not permit trespassing on private property, affect water rights, or prevent the Parks and Wildlife Commission from suspending or revoking licenses or regulating wildlife taking and possession.

Designates public hunting, trapping, and fishing as the primary methods for the state to control and manage wildlife.

Takes effect 90 days after the general assembly's final adjournment (August 10, 2016, if adjournment occurs May 11, 2016), subject to referendum petition and voter approval if challenged.
