Modifies appointment procedures for the Legislative Audit Committee to allow appointing authorities to make temporary replacements without requiring majority approval of the applicable chamber.

Changes Legislative Council appointments to specify that majority party members are appointed by the president/speaker and minority party members are appointed by minority leaders, with temporary appointments allowed without full chamber approval.

Establishes that the chair and vice-chair of the Legislative Council's Executive Committee automatically serve as chair and vice-chair of the Legislative Council.

Amends the Committee on Legal Services to allow appointing authorities to make temporary appointments and permits the Senate president and House speaker to temporarily replace judiciary committee chairs or their designees without requiring chamber approval.

Maintains existing appointment deadlines (60 days after convening for Audit Committee, 10 days after convening for Legislative Council and Legal Services Committee) and allows appointments during legislative recesses without approval.
